Teletype Model 42 ASR - 4220 AAB + 4250 AAA

I am trying to figure out how to set Options on my machine. 
Following manual 516M, I can set and review the "User Programmable Options". However I can't figure out how to list and edit the "Installer Programmable Options" like baud rate, answer-back, tape control, etc. 
HELP!
